Attorneys

Matthew L. Noel  
Matt was born and raised in Dubuque, Iowa. He graduated from The University of Iowa with a Bachelor of Arts in History. At The University of Iowa, Matt met Victoria, who became his wife and later, his law partner. Upon graduation, Matt decided to pursue another side of his personality, and became a Journeyman Electrician working with IBEW Local 704. After several years as an electrician, Matt returned to school and obtained his Juris Doctorate (J.D.) from The John Marshall Law School in Chicago, Illinois, where he made law review. Upon graduation, Matt began practicing law in Dubuque, Maquoketa, and Clinton. Matt has since focused his attention on the Seventh Judicial District of Iowa, specifically on the Clinton and Maquoketa areas. Matt is also licensed to practice law in the federal court system, and represents indigent criminal clients who are charged with federal crimes. While Matt can provide legal services in a variety of matters, he specializes in litigation, especially criminal law (including OWIs), civil litigation, and personal injury. Matt is a member of the Jackson County Bar Association, the Clinton County Bar Association, and the Iowa State Bar Association.

Victoria D. Noel    Victoria was born and raised in north central Iowa in a small town named Osage. She attended The University of Iowa, where she obtained a Bachelor of Arts in English. At the University of Iowa, she also met Matt Noel, who became her husband and later, her law partner. Upon graduation, Victoria worked for Kendall/Hunt Publishing Company in Dubuque, Iowa, working to develop both college textbooks and curricula for elementary and high school students. As with Matt, Victoria returned to school. First, she obtained her Master of Arts in Literary Studies from National University. She then obtained her Juris Doctorate (J.D.) from The John Marshall Law School. While in law school, Victoria was a member of law review, and her article The Exclusionary Rule Applied to Coerced Statements from Nondefendants was selected for publication by The John Marshall Law Review. Upon graduation, Victoria began her own law practice in Maquoketa, Iowa, practicing in Dubuque, Maquoketa, and Clinton. Victoria has since focused on the Clinton and Maquoketa areas. Victoria is a general practice attorney who enjoys developing relationships with clients and working with them through any variety of legal matters they may encounter. Her focus is on family law, juvenile law, probate, wills and estate planning, and real estate. Victoria is a member of the Jackson County Bar Association, the Clinton County Bar Association, and the Iowa State Bar Association.

Legal Assistants

Traci Bailey   Traci was born and raised in Clinton, Iowa, and graduated from Clinton High School. She has been working in the legal field as a legal assistant for over 19 years. She is highly experienced in many areas and handles the majority of the real estate for our firm. Traci works primarily on cases with Victoria, and is the go-to person for questions and scheduling for Victoria.

Elysia Cain  Elysia was born and raised in Clinton, Iowa, and graduated from Clinton High School. Before joining our legal team, Elysia worked at Families First with families who were experiencing difficulties and received assistance from the Department of Human Services. Elysia has a wide range of skills and is especially knowledgeable about family law and juvenile law. Elysia works primarily with Matt on his cases, and is his right hand in scheduling and keeping things on track.
